发改委：中美贸易摩擦背景下就业信心来自三方面

国家发改委在中配楼三层大会议室召开专题新闻发布会，发展改革委就业司巡视员哈增友在回答记者关于“中美贸易摩擦升级的背景下就业的信心来自于哪些”时表示，有信心、有底气、有能力、有条件妥善应对危机，保障就业稳定。哈增友表示，信心和底气主要来自三个方面：一是有以习近平同志为核心的党中央的坚强领导、把舵定向，这是首要的信心来源。二是有各级各部门的担当作为、辛勤工作。三是我们有广大的企业和劳动者创业创新、奋力拼搏。这三点就是我们的信心和底气所在。

以下为实录：

中国日报记者：请问在中美贸易摩擦升级的背景下就业的信心来自于哪些，有哪些具体举措。

哈增友：刚才这位记者的问题也一样，各位肯定也非常关心。在这里我先用两句话给你答案，对于这个问题我的回答第一个是有信心、有底气。第二个是有能力、有条件妥善应对危机，保障就业稳定。

我们的信心和底气来自哪里？主要是三个方面：一是有以习近平同志为核心的党中央的坚强领导、把舵定向，这是首要的信心来源。二是有各级各部门的担当作为、辛勤工作。三是我们有广大的企业和劳动者创业创新、奋力拼搏。这三点就是我们的信心和底气所在。

我们讲有信心有能力也不是空话，主要是我们有应对各种风险挑战的成功经验。这么多年中国的经济一直是在应对风险挑战中走过来，就业也是一样。同时我们有三个方面的有利条件，我给大家介绍一下。

一是我国内需潜力大，应对就业冲击有空间。近年来我国的经济始终保持着稳中向好的态势，经济增长拉动就业的能力也不断增强，用工的规模也是逐年持续上升。举个例子，在2012年的时候，我们国家GDP每增长一个百分点，带动城镇新增就业162万人。到2017年，GDP每增长一个点，带动城镇新增就业的人数是196万人，增加了34万人。从经济结构上来讲，2017年国内生产总值是82.7万亿，同比增长6.9%。货物和服务的净出口贡献率只有9.1%，换句话说，经济的增量主要是通过扩内需来实现的。这就告诉我们什么？只要我们灵活的应对，适时调整宏观政策，加力加效扩大国内消费和投资需求，我们就有希望化解对就业的冲击。

二是劳动力需求旺，转岗就业有机会。从2012年开始，劳动年龄人口呈逐年减少的趋势。2012-2017年，我国劳动年龄人口累计减少2300多万人，劳动力市场求人倍率这几年也一直保持在1以上。这就说明我国用工需求比较旺盛。同时第三产业年均新增就业人员基本维持在1500万人左右，而且近年来家政、养老服务等新兴服务业发展很快，其就业容量比较大，企业职工转岗就业的机会也比较多。

三是资金储备足，应对冲击有能力。到今年5月底，失业保险基金累计结余超过5600亿元，这对解决因贸易摩擦可能受影响职工的就业和生活有一定保障。

对经贸摩擦只有信心、有条件也不行，关键落脚点在实干。对发改委来讲，下一步我们将把稳定就业作为首要任务，切实加强组织协调，层层压实责任，加快推动《大力发展实体经济积极稳定促进就业的指导意见》各项政策措施落实落地。同时，围绕应对摩擦，我们还将加强对重点地区、重点行业、重点人群就业失业的形势监测分析，及时完善政策储备，确保我国就业形势保持稳定。谢谢。
